החלטה
שמענו את טיעוני הצדדים. טיעוני המשיבים 9-1 לא נשמעו, באשר בא כוחם לא התייצב לדיון בשל שביתת פרקליטי המדינה. טיעוני המשיבים 12-10 וכן משיב 16, נשמעו.
לאחר ששמענו הטיעונים, ובהמשך להחלטות קודמות, ולהודעות עדכון שהגישו הצדדים, אנו מחליטים על הוצאת צו על תנאי בעניינים הבאים:
1.
המשיבים 9-1 ינמקו מדוע לא העבירו לאישורן של המשיבות 11-10 את מלוא נוסחי קבצי התקנות המתבקשים בהתאם להוראת פרק ה1 וסעיפים 19(ג) - 19(ד) לחוק שוויון זכויות לאנשים עם מוגבלות, תשנ"ח-1998.

המשיבות 11-10 תנמקנה מדוע לא יפעלו ללא דיחוי לאישור נוסחי התקנות שהועברו אליהן על ידי המשיבים 9-1, ויבצעו כל פעולה נוספת שתידרש לשם כך.
המשיבים הנ"ל יגישו תשובתם לצו על תנאי עד ליום 1.2.2011.
תגובת העותרת לתשובת המשיבים תוגש עד ליום 15.2.2011.
לאחר שתוגשנה עמדות הצדדים תיקבע המזכירות מועד לדיון בהתנגדות לצו על תנאי, אשר יתקיים לא יאוחר מיום 31.3.2011.

צו על –תנאי
על יסוד עתירה זו שהובאה היום לפני בית-משפט זה, מצווה בית המשפט כי ייצא
מלפניו צו על- תנאי המכוון אל המשיבים והמורה להם להתייצב וליתן
טעם:

מדוע לא העבירו המשיבים 9-1 לאישורן של המשיבות 11-10 את מלוא נוסחי קבצי התקנות המתבקשים בהתאם להוראת פרק ה1 וסעיפים 19(ג) - 19(ד) לחוק שוויון זכויות לאנשים עם מוגבלות, תשנ"ח-1998.

מדוע לא יפעלו המשיבות 11-10 ללא דיחוי לאישור נוסחי התקנות שהועברו אליהן על ידי המשיבים 9-1, ולבצע כל פעולה
נוספת שתידרש לשם כך.
המשיבים יגישו תשובתם, אם רצונם בכך, עד ליום 1.2.2011. לבית-המשפט ולבעלי-הדין ישירות.
תגובת העותרת לתשובת המשיבים תוגש עד ליום 15.2.2011.
