הטיעונים המועלים בעתירה והנסיבות האופפות, כולל פסק-דינו של בית משפט זה בבג"ץ 7146/12 אדם נ '
כנסת ישראל (16.9.2013), שניתן על ידי הרכב מורחב, מצדיקים להביא אף את העתירה דנא בפני הרכב מורחב. על מנת לקצר ההליכים מוצע כי המשיבים יסכימו שהדיון ייערך (בפני הרכב מורחב) כאילו הוצא צו על תנאי. המשיבים ימסרו עמדתם עד ליום 21.1.2014. מיותר לומר כי במקרה דנא אין בהעלאת האפשרות האמורה כדי להביע עמדה לגופה של העתירה.
